After a storm event damaged the existing structure crossing Frozen Creek and wiped out the surrounding road fill, an emergency repair restored vehicular access. In order to restore fish passage, however, the deficient structure needed to be replaced. Conventionally designed stream crossings, particularly if they are undersized like this one, can affect water quality and also clog and fail impeding fish passage and natural stream processes.

Douglas County Public Works (DCPW) decided that the existing culvert should be replaced with a 22' x 5'-1" CON/SPAN® O-Series® Bridge System, 40' in length, from Contech Engineered Solutions.

"Contech's representative went out of the way to meet with our team and help us find the structure that would meet our needs," stated Tiffany Netz, Bridge Program Manager with DCPW. "The new structure was able to accommodate the wider width needed to meet fish passage standards and provide an engineered stream bed, while mitigating scour concerns and maintaining a low profile to fit within the road prism. It also allowed us to keep engineering costs down by avoiding designing a site specific bridge from scratch."

The biggest challenge of the project was limiting road closures during removal of the original structure and installation of the new one. At least one lane of North Myrtle Road needed to remain open to traffic, so partial width, phased construction and a temporary bridge were utilized to maintain continuous traffic. After the original structure was removed, Delta Sand and Gravel installed the new CON/SPAN structure via crane in just two days.
