The Green Light Plan is a comprehensive transportation program to improve roadway infrastructure and citizen safety throughout East Baton Rouge Parish. One of the initiatives of the Green Light Plan includes the Southeast Area Group Project, which consists of the three separate projects located in southeast Baton Rouge. Segment 1 of the Southeast Area Group Project involves improvements to O’Neal Lane.

The O’Neal Lane Improvements project will add two additional through lanes, sidewalks and a raised median. When combined with other projects included in the Green Light Plan, this will provide the City- Parish with an improved north-south connection. While planning the drainage portion of the project, Baton Rouge City worked with CSRS, Inc. to choose A-2000 PVC drainage pipe from Contech. A-2000 was chosen because it provided easier installation than reinforced concrete pipe (RCP). Barber Brothers Construction Co, LLC installed a total of 4,224 feet of A-2000 in diameters ranging from 15
