In 2002, the owner of a commercial development in Windsor, Vermont needed pedestrian access to a park along the Connecticut River. However, a high speed main line railroad track bisected the site.

The owner of the track, New England Central Railroad, retained Engineers Construction Inc (ECI) of South Burlington, Vermont to open cut the track and install a 12-ft. x 11-ft. galvanized MULTI-PLATE pedestrian underpass capable of supporting Cooper E-80 loading. Contech assembly crews preassembled the structure. Next, ECI mobilized on site with several excavators and other equipment. They closed the rail line, open cut the embankment, installed the tunnel and had the track back in service, all in less than 24 hours.
