The $6.8 million in planned upgrades to the Old Eagle River Road, between Monte Road and Baronoff Avenue, was funded entirely by state grants. The road will be upgraded to the Municipality of Anchorage standards, with the Municipality assuming ownership and maintenance of the state-owned road via the Road Transfer Program. Upgrades included: two 11' wide travel lanes with two 3.5' shoulders/bike lanes, a multi-use pathway on the east side, a new piped storm drain system and replacement of the Meadow Creek culvert.

The original Meadow Creek culvert was a barrier to fish passage and migration, and needed to be replaced with a more fish-friendly option. As the best solution, a 25'-2" x 6'-8" BridgeCor® Structural Plate, 70' in length, was selected and installed. BridgeCor enhances the established performance of 6" x 2" MULTI-PLATE® by offering nine times the stiffness and three times the strength. Not only is BridgeCor economical and easily assembled, but its bolted, segmental construction is manufactured with the industry’s best equipment allowing for the longest laying length sheets in the industry. Portions of the structure were preassembled in an Anchorage plant which limited on-site work.

The BridgeCor structure was selected for its ability to be installed despite the utilities that crossed both over and under the existing structure. It also worked with the project geometry needs providing a highly customized solution, including steel ribs, metric sheeting, headwalls and wingwalls. The clear span and natural bottom structure, built with a full invert and baffles to hold in the stream bed material, made it a good solution for fish passage and migration.

"The design also accommodated passage of resident fish in the creek. CRW has worked with Contech Engineered Solutions many times in the past and feel that they provide high-quality products and this project was no exception."

Also utilized on this project were two Vortechs® units to treat stormwater. Vortechs is a below-ground, engineered stormwater treatment device that combines swirl concentration and flow controls into a single treatment unit. Vortechs is ideal for capturing and retaining trash, debris, sediment and hydrocarbons from stormwater runoff. The Vortechs system’s large swirl concentrator and flow controls work together to create a low energy environment, ideal for capturing and retaining particles down to 50 microns.
